Mark is an industry leader in information retrieval and the use of search, analytics, and machine learning tools in electronic discovery and investigations. He is a visionary in the delivery and implementation of legal technology to augment professional practice, and is an advocate for wide-scale legal technology adoption, including the use of artificial intelligence (“AI”), data visualization, advanced analytics and statistical analysis, robotic process automation, and public cloud services and infrastructure. With his extensive legal, technological, and scientific background, Mark helps clients and practitioners reduce the costs and risks of electronic discovery, investigations, and legal operations by bringing an empirical, data-driven approach to researching, developing, evaluating, and deploying legal technologies and workflows.
At Redgrave Data, Mark oversees the development and delivery of legal technology cloud services and solutions to support Redgrave Data’s Professional Services and to provide custom solutions to clients. Having managed hundreds of TAR projects, Mark also assists clients in drafting and negotiating electronically stored information (“ESI”) and technology assisted review (“TAR”) protocols. This work has included the use of machine learning and statistical validation with both opposing counsel and with various U.S. government agencies, including the Department of Justice, Federal Trade Commission, and the Securities and Exchange Commission. He has also performed third-party validation of electronic discovery projects, written expert reports, and testified in federal district court.
Mark's skill in the field extends to the reuse of attorney work product by developing predictive models and model libraries that can be pushed through datasets in the same or successive matters for a client. He integrates multiple commercial tools in workflows and fills gaps in the market by building bespoke AI tools to tie several systems and scripts into solutions that precisely match client needs. Mark has created bots to crawl websites to retrieve newly posted information and its corresponding metadata for use in legal matters and delivers legal technology cloud services and solutions to clients, including developing private and customized environments for data. Mark works with the RSDS team to deploy custom tools, augmented by AI and machine learning services, to provide clients with customized, advanced technology offerings.
Prior to joining Redgrave Data, Noel served as the Director of Advanced Client Data Solutions at Hogan Lovells. Previously, Mark was the leader of Stroz Friedberg’s advanced technology consulting practice, a managing director at Catalyst where he helped develop machine learning tools and workflows, a director in FTI Consulting’s technology practice, a co-founder of an electronic discovery software startup, and was a litigation associate with Latham & Watkins LLP in Washington, DC and New York, NY.
Before law school, Mark spent seven years working for several research groups at Dartmouth College, including the Interactive Media Laboratory and the Institute of Security Technology Studies. His work focused on the effective use of technology to help professional practitioners learn complex and subtle tasks, including developing new network-based multimedia simulation and training systems for various military and civilian agencies.
Mark received his B.S. from the Georgia Institute of Technology and his J.D., with honors, from the University of Wisconsin Law School. He has managed hundreds of TAR projects, co-authored several books and papers on the subject, published peer-reviewed research on human memory function, and frequently speaks on legal technology issues. Mark is admitted to practice in the District of Columbia.*
